The 1890 issued 20c overprint on 50c (1879 issue) King Humbert. Mint original gum Hinged, with a bit of its acidic gum missing. Perforations are in good shape, and the design is shifted a bit low (not that there is much room for this stamp to move with the design so close to the perforations).
