Fresh and Fine to Very Fine mint Never Hinged lower sheet margin block of four of the 1899 provisional issue "2 CENTS" surcharge on 3c carmine QV "Numeral", exhibiting two Unitrade listed "narrow spacing of the overprint" pairs. Of additional note is the unusual "double perforated" lower margin. A nice "two for one" variety block and a great addition to any Victorian era exhibit.
