Fluorescent Paper Variety. VF mint NH example of the 1989 issue "Philex-France" souvenir sheet, printed on the uncommon fluorescent paper. This variety is recognized by all the major catalogues including Scott (see footnotes). This paper type usually appeared in sheets that were packaged in Post Office collector's packs destined for foreign countries, and as such were scattered to the four corners of the globe.
